Enquire PQP Rate for Category C Early Turnover Scheme

1. The use of this facility is subject to the Terms and Conditions set out herein, the Conditions of Use, Disclaimer and Privacy Statement set out at the Land Transport Authority ("LTA") VRL e-Services webpage (https://vrl.lta.gov.sg/lta/vrl), and the Conditions of Use found at the footer of the e-Services@ONE.MOTORING website accessed via onemotoring.lta.gov.sg.

2. This enquiry application and all data provided is subject to compliance with the Road Traffic Act (Cap. 276) and other legislation which may be applicable.

3. The applicant agrees to provide true, valid, complete and accurate details of the vehicle ("Existing Vehicle") to which this enquiry relates. The information on the Prevailing Quota Premium (PQP) payable for registration of a Category C Replacement Vehicle ("Replacement Vehicle") under the Early Turnover Scheme provided via this e-Service is an estimate based on the current status of the Existing Vehicle and the PQP amount provided by the applicant (if the PQP rate is not available at the point of enquiry). The actual PQP payable will be calculated as at the actual Deregistration Date of the Existing Vehicle and the actual Registration Date of the Replacement Vehicle.

4. To be eligible for the Early Turnover Scheme, the Existing Vehicle and Replacement Vehicle must fulfil the following criteria:

The Existing Vehicle must:

Be a Category C Heavy Commercial Vehicle (HCV);
Be non COE-exempted;
Be propelled by diesel, diesel-CNG or diesel-electric;
Be under the permanent ownership of the registered owner;
Be registered between 1 January 2001 and 31 December 2013, and deregistered between 1 April 2025 and 31 December 2025;
Be properly disposed of (i.e. scrapped or exported) before the Replacement Vehicle is registered, and COE rebate, if any, successfully granted;
Have at least 1 day of unused COE or at least 1 day of its 20-year lifespan remaining when it is deregistered; and
Must not have any road tax arrears.

The Replacement Vehicle must:

Be a Category C vehicle:
1. E.g. if the existing vehicle is a HCV, its Replacement Vehicle can be a Light Commercial Vehicle (LCV).
2. However, the registered owner must meet the registration conditions of the Replacement Vehicle, such as obtaining LTA's prior approval for registration of a private bus, private hire bus, etc.;
Be non COE-exempted;
Be a vehicle that meets Euro VI or equivalent emission standards;
Be classified as Band A or Band B, if it is covered by the Commercial Vehicle Emissions Scheme (CVES);
Be registered in the name of the last registered owner of the Existing Vehicle; and
Be registered within 1 month from the deregistration of the Existing Vehicle. To illustrate, if the Existing Vehicle is deregistered on 15 August 2025, the Replacement Vehicle must be registered by 14 September 2025. As the scheme for HCVs ends on 31 December 2025, the last day to deregister an eligible HCV Existing Vehicle is 31 December 2025 and its Replacement Vehicle must be registered by 30 January 2026. As the scheme for LCVs ends on 31 March 2025, the last day to deregister an eligible LCV Existing Vehicle is 31 March 2025 and its Replacement Vehicle must be registered by 30 April 2025.

5. If all the criteria stated in Condition (4) above are met, the remaining unused COE and/or a proportion of the remaining 20-year lifespan from the Existing Vehicle at deregistration will be transferred to the Replacement Vehicle.

6. The discounted PQP payable at registration of the Replacement Vehicle shall be computed as follows and rounded up to the nearest dollar:

(A) For Existing Vehicle registered between 1 January 2001 and 30 September 2006, and deregistered between 1 April 2023 and 31 March 2025. Replacement Vehicle must be Euro VI-compliant; and be classified as Band A or Band B, if it is covered by the Commercial Vehicle Emissions Scheme (CVES). Discounted PQP payable at registration = [(PQP rate at registration)/10 years] x [10 years - Remaining Unused COE period of Existing Vehicle at deregistration (if any) � 20%* or 40%** or 60%*** or 90%**** of remaining 20-year lifespan of Existing Vehicle at deregistration (if any)] or = [(PQP rate at registration) x 10%] whichever higher.

where: * If the Maximum Laden Weight (MLW) of the Existing Vehicle is <= 3,500 kg; and the Replacement Vehicle is Band B under CVES, or is with MLW <= 3,500 kg and exempted from CVES ** If the MLW of the Existing Vehicle is <= 3,500 kg; and the Replacement Vehicle is Band A under CVES, or is with MLW > 3,500 kg without tailpipe emissions *** If the MLW of the Existing Vehicle > 3,500 kg; and the Replacement Vehicle is Band B under CVES, or is with MLW <= 3,500 kg and exempted from CVES, or has MLW > 3,500 kg with tailpipe emissions **** If the MLW of the Existing Vehicle > 3,500 kg; and the Replacement Vehicle is Band A under CVES, or has MLW > 3,500 kg without tailpipe emissions

(B) For Existing Vehicle registered between 1 October 2006 and 31 December 2013, and deregistered between 1 April 2023 and 31 March 2025. Replacement Vehicle must be Euro VI-compliant; and be classified as Band A or Band B, if it is covered by the Commercial Vehicle Emissions Scheme (CVES). Discounted PQP payable at registration = [(PQP rate at registration)/10 years] x [10 years - Remaining Unused COE period of Existing Vehicle at deregistration (if any) � 10%* or 20%** or 25%*** or 70%**** of remaining 20-year lifespan of Existing Vehicle at deregistration (if any)] or = [(PQP rate at registration) x 10%] whichever higher.

(C) For Existing Vehicle registered between 1 January 2001 and 30 September 2006, and deregistered between 1 April 2025 and 31 December 2025. Replacement Vehicle must be Euro VI-compliant; and be classified as Band A or Band B, if it is covered by the Commercial Vehicle Emissions Scheme (CVES). Discounted PQP payable at registration = [(PQP rate at registration)/10 years] x [10 years - Remaining Unused COE period of Existing Vehicle at deregistration (if any) � 60%* or 90%** of remaining 20-year lifespan of Existing Vehicle at deregistration (if any)] or = [(PQP rate at registration) x 10%] whichever higher.

(D) For Existing Vehicle registered between 1 October 2006 and 31 December 2013, and deregistered between 1 April 2025 and 31 December 2025. Replacement Vehicle must be Euro VI-compliant; and be classified as Band A or Band B, if it is covered by the Commercial Vehicle Emissions Scheme (CVES). Discounted PQP payable at registration = [(PQP rate at registration)/10 years] x [10 years - Remaining Unused COE period of Existing Vehicle at deregistration (if any) � 25%* or 70%** of remaining 20-year lifespan of Existing Vehicle at deregistration (if any)] or = [(PQP rate at registration) x 10%] whichever higher.

where: * If the MLW of the Existing Vehicle > 3,500 kg; and the Replacement Vehicle is Band B under CVES, or is with MLW <= 3,500 kg and exempted from CVES, or has MLW > 3,500 kg with tailpipe emissions ** If the MLW of the Existing Vehicle > 3,500 kg; and the Replacement Vehicle is Band A under CVES, or has MLW > 3,500 kg without tailpipe emissions

7. The sum of the remaining unused COE period and proportion of the remaining 20-year lifespan will be capped at 10 years.

8. Once registered, the value of the 10-year COE for the Replacement Vehicle will be computed as follows: Value of 10-year COE of the Replacement Vehicle* = Discounted PQP paid for the Replacement Vehicle at registration + COE rebate granted to Existing Vehicle at deregistration (if any) * This value will be used to compute the COE rebate upon deregistration of the Replacement Vehicle.

9. If the COE rebate from the deregistered Existing Vehicle had been used, encashed, or transferred before the registration of the Replacement Vehicle, the LTA will collect back the amount of the rebate at the point of registration of the Replacement Vehicle.

12. The applicant hereby confirms that he is the registered owner of the Existing Vehicle or he has been authorised in writing by the registered owner to submit this query on the registered owner's behalf.

13. Consent for collection, use and disclosure of personal data: You consent to us collecting from and/or disclosing to any other Government agency or public authority, and/or using, your personally identifiable data, including those that you have provided in this application, so as to serve you in an efficient and effective way. In addition, you consent to us collecting from and/or disclosing to any person (whether a natural person or a body corporate), and/or using, your personally identifiable data (i) where such person has been authorised to carry out any specific service on behalf of the Government or a public authority; (ii) in accordance with legislation under our purview to enable us to perform our functions or duties; (iii) to comply with any order of court; (iv) to comply with any written law; (v) to enable a Town Council to enforce, investigate and/or prosecute an offence under its purview; (vi) for the purpose of any legal proceeding involving any motor vehicle, power-assisted bicycle and/or personal mobility device registered with us; or (vii) for the purpose of taking any action against any person for the breach of any of our terms and conditions. Data provided to us may be used for verification and record of your personal particulars, including comparing with information from other sources, and may be used to communicate with you.
