Eligibility Criteria for Early Turnover Scheme

 
 
  1. Be any type of Category C vehicle;
  2. Be non COE-exempted;
  3. Be propelled by diesel, diesel-CNG or diesel-electric;
  4. Be under the permanent ownership of the registered owner;
  5. If it was registered before 1 January 2001, it must be deregistered between 24 April 2013 and 31 July 2017. If it was registered between 1 January 2001 and 30 September 2006, it must be deregistered between 1 August 2015 and 31 March 2025. If it was registered between 1 October 2006 and 31 December 2013, it must be deregistered between 1 April 2021 and 31 March 2025;
  6. Be properly disposed of (i.e. scrapped or exported) before the replacement vehicle is registered, and COE rebate, if any, successfully granted;
  7. Have at least 1 day of unused COE or at least 1 day of its 20-year lifespan remaining when it is deregistered; and
  8. Must not have any road tax arrears.
 
 
  1. Be a Category C vehicle:
    1. E.g. if the existing vehicle is a Light Goods Vehicle, its replacement vehicle can be a Heavy Goods Vehicle.
    2. However, the registered owner must meet the registration conditions of the replacement vehicle, such as obtaining LTA's prior approval for registration of a private bus, private hire bus, etc.;
  2. Be non COE-exempted;
  3. If the existing vehicle is deregistered between 1 August 2015 and 31 July 2017, the replacement vehicle must:
    1. Be a Euro V-compliant or JPN2009-compliant diesel, diesel-CNG, or diesel-electric vehicle, or a Euro IV-compliant or JPN2005-compliant CNG, electric, petrol, petrol-CNG, or petrol-electric vehicle;
    2. In order to qualify for additional bonus COE incentives from 1 August 2015, the vehicle must be a Euro VI-compliant (or, for vehicles with Maximum Laden Weight of less than or equal to 3,500kg, JPN2009 with Euro VI PN Limit-compliant) diesel, diesel-CNG or diesel-electric vehicle; a Euro VI-compliant petrol, petrol-CNG, petrol-electric or CNG vehicle, or an electric vehicle;
  4. If the existing vehicle is deregistered between 1 August 2017 and 31 March 2021, the replacement vehicle must:
    1. Be a Euro VI-compliant diesel, diesel-CNG, diesel-electric, CNG, petrol, petrol-CNG or petrol-electric vehicle;
    2. Diesel, diesel-CNG or diesel-electric vehicles with Maximum Laden Weight of less than or equal to 3,500kg can also be JPN2009 with Euro VI PN Limit-compliant;
    3. Diesel, diesel-CNG or diesel-electric vehicles with Maximum Laden Weight of more than 3,500kg can also be PPNLT with Euro VI PM Number-compliant;
    4. Petrol, petrol-CNG, petrol-electric or CNG vehicles can also be JPN2009 with Euro VI PN Limit-compliant if using Gasoline Direct Injection technology, or JPN2009-compliant if using Port Fuel Injection technology. For vehicles tested to JPN2009 and using Gasoline Direct Injection engines not equipped with a NOx storage reduction catalyst, they are required to also comply with the JPN2009 PM limits or the Euro VI PM limits;
    5. Can also be an electric vehicle;
  5. If the existing vehicle is deregistered between 1 April 2021 and 31 March 2025, the replacement vehicle must:
    1. Be a vehicle that meets Euro VI or equivalent emissions standards;
    2. Be classified as Band A or Band B, if it is covered by the Commercial Vehicle Emissions Scheme (CVES);
  6. Be registered in the name of the last registered owner of the existing vehicle; and
  7. Be registered within 1 month from the deregistration of the existing vehicle. To illustrate, if the existing vehicle is deregistered on 15 August 2023, the replacement vehicle must be registered by 14 September 2023. As the scheme ends on 31 March 2025, the last day to deregister an eligible existing vehicle is 31 March 2025 and its replacement vehicle must be registered by 30 April 2025.
  8. For Category C vehicles that qualify for the ETS and are deregistered between 7 April 2020 and 30 June 2020 (both dates inclusive) or whose ETS 1-month grace period expires between 7 April 2020 and 30 June 2020 (both dates inclusive), the timeline to replace the deregistered vehicles under the ETS will be extended by 2 months. That means that you have up to 3 months from the date of deregistration of the existing vehicle to dispose of your existing vehicle and register the replacement vehicle. For those whose deadline to register the replacement vehicle falls between 1 July 2020 and 1 August 2020 (both dates inclusive), the timeline to replace the deregistered vehicles under the ETS will also be extended by a further 1 month. This will also apply to those who were earlier granted an extension during the circuit breaker period. For example, if your existing vehicle was deregistered on 7 April 2020, you will have up to 6 August 2020 to dispose of your existing vehicle and register the replacement vehicle under the ETS; if the ETS 1-month grace period of your deregistered vehicle expires on 10 May 2020, you will have up to 10 August 2020 to dispose of your existing vehicle and register the replacement vehicle under the ETS; if the earlier extended deadline to register the replacement vehicle expires on 5 July 2020, you will have up to 5 August 2020 to register the replacement vehicle under the ETS.
